🚚 Fleet types

Group regions geographically. Orders dropping in the same cluster get an optimization bonus — they're more likely to travel together. Cross-cluster combinations get a penalty (but are still allowed if needed).

🌙 Overnight rules
Decide per country whether the optimizer may schedule a stop for the next day. Default: off for NL/BE/LU, on for international.
